Well, Google allows users to turn that on or off at their disposal by visiting Ad settings

This can be taken further with terminating third-party ads regulated by the Digital Advertising Alliance from Digital Advertising Alliance

Please note there’s load more account settings with regards to blocking certain ads you can go through under user account settings.

About Inactive Account Manager in case of Deceased User

This is a provision made by Google to enable current users to take control of their account and who can have access to some of its apps when no longer around in case of important emails and possibly financial claims made or sent from that account.
